Rebates and initiatives

Whether you're a first-time buyer, looking to build your dream home, or interested in sustainable living, explore how our rebates can help you achieve your dreams of sustainable, affordable living.

Financial assistance

Our rebate programs provide financial assistance and incentives to eligible individuals within our specific neighbourhoods.

If you live outside of one of our communities or want to know what other rebates are available in ACT, you may be able to access support and rebates via the Climate Choices website.

As part of our commitment to creating thriving communities, we create unique initiatives and rebates for our many communities. We publish news and updates about these below.

Land rent scheme

Currently there are no blocks available through the Land Rent Scheme.

The Land Rent Scheme is part of the ACT Government's Affordable Housing Action Plan. The scheme gives people the option of renting land through a land rent lease rather than purchasing the land to build a home.

Under the scheme, people who purchase a single-dwelling residential block (previously unleased land) from the Suburban Land Agency can apply for their Crown lease to be a land rent lease. For potential lessees, choosing this option means reducing the up-front costs associated with owning a home. Lessees don’t need to finance the cost of the land; they need to finance only the costs associated with the transfer of the land (such as duty) and the construction of the home.

For land that you rent under a land rent lease, you pay an annual land rent charge, rates and land tax, if it applies.

You also must pay conveyance duty on the land rent lease grant. Duty for a land rent transaction is calculated in the same way as other residential property transactions; there’s no additional discount for the value of the land.

If you’re considering the Land Rent Scheme, it’s a good idea to seek independent legal and financial advice before applying.

Free plants for new Canberra landowners

For close to a century, the Yarralumla Nursery has provided new landowners in Canberra with free plants to establish their gardens.

The ACT Government’s Plant Issue Scheme supplies Canberrans who have purchased a new residential block of land with plants suitable for local climate and soil conditions.

New landowners must prove their eligibility and then are entitled to $220 worth of plants per block. There are three plant packages to choose from, which include a range of locally-grown trees, shrubs, hedges, and ground covers of various sizes.

Programs in our new suburbs

Jacka Energy and Landscape Rebates

The suburb of Jacka is one of our latest developments, showcasing innovative and sustainable design and construction. Jacka is on track to be the second all-electric suburb in the ACT. As part of our commitment to this goal, up to $13,000 is available in rebates for Jacka residents from the Suburban Land Agency.

In Jacka, an energy rebate worth $7,000 is on offer for building an energy-efficient, all-electric home.

To get this, you must install: 

  • A light-coloured roof
  • A home energy demand management system
  • at least a 6.5kW solar PV system
  • An elective vehicle charge point
  • An energy-efficient electric hot water system.

A landscape rebate worth $6,000 (or $7,000 for corner blocks) is also on offer to encourage planting a climate-wise front garden.

To get this, you must:

  • plant at least 3 trees, or 6 for a corner block
  • plant at least 40 other plants including shrubs, grasses and groundcovers, or at least 50 for a corner block
  • mulch all garden beds
  • use water-permeable materials for paths and hard landscaping, excluding driveways
  • not install black or dyed mulch, gravel or artificial grass.

Jacka Verge and Solar Bonds

When you make settlement on your block in Jacka, you will also make payment for two bonds.

A $2,000 Solar Bond to encourage the installation of solar panels with a minimum of 5.5kW  (note that installing 6.5kW is required to be eligible for the Energy Rebate).

A $1,000 Verge Bond to support the upkeep of the verge (nature strip) and street trees during construction. Canberra’s Nature Strip Guidelines have been developed to help people make the most of their verge, and supports planting grass or plants shorter than 50mm tall.

Whitlam Energy Rebate

The Home Energy Rebate Program offers $10,000 to buyers who make design choices to improve their energy efficiency, produce their own power and reduce the urban heat of their homes in Whitlam. It sets out actions to design an all-electric, more energy-efficient home that is more comfortable and has lower running costs.

Whitlam Stage 1 & 2

To qualify for a rebate if you bought land from SLA in Whitlam Stages 1 & 2, your home must:

  • be all-electric and not connected to the gas network
  • have a lighter-coloured roof with a solar absorptance value of less than 0.5
  • have a solar PV system with a minimum total rated output of 5 kW 
  • have either an electric heat pump or an electric boost solar hot water system 
  • have an electric oven and cooktop installed in the kitchen
  • have only electric heating and/or cooling systems installed
  • have an energy monitoring and/or management system installed
  • have a dedicated power point for EV charging in the garage or carport.

  • have an energy monitoring and/or management system installed

Whitlam Verge Bond

As part of the construction of your new home, you are required to protect the verge assets during construction and make good any damage upon completion of your landscape works. The verge includes the area forward of your property boundary line to the kerb and gutter.

To ensure the verges are returned to their original state post construction, a $1000 bond was required at the time of settlement. Within six months of receiving your certificate of occupancy and no later than 30 months after settlement of your block, and once the verge is returned back to its original and established condition, the bond can be reimbursed to you via the application form. 

Don’t forget to keep your verge protected and complete your Whitlam Verge Bond application form.
